The spike in COVID cases in Texas has local judges ruling on whether Gov. Greg Abbott has the power to block officials from implementing mask mandates to curb the spread of the virus.

Abbott in May issued an executive order blocking state entities, including counties and government officials, from requiring masks. But that order is now being put to the test in state court, where some judges have moved forward their own mask mandates.
