An El Paso solo practitioner known for causing a stir is speaking out against the manner in which attorneys run for president of the State Bar of Texas.

Steve Fischer, the State Bar director for the western district of Texas, said in pushing for reform, his method for new candidates to throw their hat into the ring will bring about long-term changes he says the Bar desperately needs.
