New rules in the Texas Senate are causing a stir among some elected officials.

And Jared Woodfill, an attorney with a private practice in Houston that is representing plaintiffs—Sid Miller, the Texas Department of Agriculture commissioner, and Dr. Steven Hotze, an activist—called a new procedure that requires a negative test of the coronavirus to access the state senate an “unconstitutional effort.”
