Intermediate appellate courts in Texas would face growing case backlogs if forced to cut their budgets by 5% as state leaders are demanding, according to budget requests they submitted to lawmakers.

Because of the economic disruptions of the COVID-19 pandemic and an expected shortfall of at least $4.6 billion to state coffers, Texas has mandated that all state agencies cut their budgets by 5%.
