New Jersey lawmakers are considering how to regulate the burgeoning business of daily fantasy sports, but are not likely to move until a federal appeals court decides whether the state can legalize sports betting.

The Assembly Tourism, Gaming and the Arts Committee heard more than two hours of testimony Nov. 9 on daily fantasy sports, but took no action and did not answer the question of whether it is merely another form of gambling.
