A federal judge in Camden, N.J., has ruled that Atlantic City, N.J., must allow a plaintiff in a police excessive force suit to review internal affairs records.

The ruling is believed to be the first time in the Third Circuit that a judge has ordered production of internal affairs files for officers who are nonparties and for types of misconduct other than that which the defendants are accused of committing, according to the defense attorney handling the case.
