Attorneys are reacting with cautious optimism to an attempt by the Securities and Exchange Commission to make it easier for smaller companies to comply with �404 of the Sarbanes-Oxley Act.

With the new “interpretative guidance” adopted last week, regulators aim to strike a balance between reducing the costs of regulation and preserving safeguards for investors, and to clarify how the rules are interpreted and implemented.
