The U.S. Court of Appeals for the District of Columbia Circuit's loss of one of its 12 judicial seats will be the 9th Circuit's gain. The U.S. Senate approved a deal April 18 to add a judge to the 9th Circuit who will be appointed from Arizona, bringing to 29 the number of active appellate judges on the circuit. The D.C. Circuit has seen two of its 12 allotted seats go begging for years.
