The Supreme Court on Monday sent conflicting signals on the question of voting rights for convicted felons, but advocates say the high court may yet decide the issue in a future case. In Locke v. Farrakhan , the justices let stand a 9th Circuit ruling allowing a challenge of Washington state law under the Voting Rights Act, while in Muntaqim v. Coombe , they let stand a 2nd Circuit ruling that the act does not apply to New York state law.
