Rikers: The U.S. Department of Justice announced on Thursday that it plans to filed a civil rights lawsuit against New York City over conditions for juvenile offenders housed at Rikers Island.

The New York Times notes that the decision to file suit comes several months after the office of the U.S. attorney in Manhattan, Preet Bharara, released a report finding a “deep-seated culture of violance” against adolescent inmates.
