President Joe Biden named two appellate judicial nominees in red states Thursday, including Rich Federico, a federal public defender, to a seat on the U.S. Court of Appeals for the Tenth Circuit that has been vacant for more than two years.

Federico joined the federal public defender’s office in Kansas in 2017 and currently serves as a senior litigator in that office. He was an assistant federal public defender in Oregon before that, according to a biography provided by the White House.
