Republican House lawmakers are pressing legislation to enable Congress to review and reject proposed agency regulations before they are promulgated, a measure opponents say would amount to a “legislative veto” in violation of the constitutional separation of powers.

The proposed 2023 Regulations from the Executive in Need of Scrutiny Act would require any “major rule” proposed by a federal agency to receive congressional approval before taking and give Congress the authority to disapprove a “non-major rule” through a joint resolution.
