Covington & Burling’s appellate leader Robert Long believes in a liberal admissions policy. The practice includes 31 partners and 11 counsel. It boasts former federal judges such as Michael Chertoff, veterans of the U.S. Solicitor General’s Office and 17 former U.S. Supreme Court clerks.

And 50 of its members are associates, who can expect to make an appellate argument within three years of joining. “That’s part of the Covington way of doing things,” Long said. “We allow any of our lawyers who want to be a member of the practice group to be a member of the practice group.”
