Lawsuits by the U.S. Equal Employment Opportunity Commission in fiscal year 2014 yielded a scant $22.5 million in payouts, the lowest amount since at least 1997, an agency report shows.

The drop in payments follows a steep decline in the number of suits filed by the EEOC over the past three years. In fiscal year 2014, agency lawyers filed 167 suits, 133 of them on the merits. That’s up slightly from 2013, but low by historical standards. Between 1997 and 2011, the EEOC filed an average of 370 suits a year.
