Stagnant budgets combined with a growing amount of legal work continues to put legal departments in a bind, but legal operations just might be the solution, according to a report published by Thomson Reuters on Monday.

The report, based on a survey conducted in May, gathered responses from 217 legal departments with various levels of external spend, from less than $4 million per year to over $50 million.
