The UK’s planning system has been paralysed by non-delivery for many years. The new regime, which was created by the Planning and Compulsory Purchase Act 2004, has done almost nothing to deliver the expeditious granting of permissions that would enable UK plc to compete with Europe, China and India.

While some planning authorities welcome development, in the economic hotspots where developers wish to promote and the market demands new development, some planning authorities react to development proposals as if delivery and competitiveness should be subservient to the most minor parochial interest.
