Lack of resources are undermining the Woolf reforms, despite widespread support for the changes, according to a major survey by the Law Society.

In a Law Society survey of 130 solicitors, 70% of respondents said that they had ‘some reservations’ about the Civil Procedure Rules, chiefly concerning lack of resources. Other major issues include poor enforcement of rules and complaints of unwillingness to impose sanctions against solicitors who do not stick to the pre-action protocols in all but the most serious cases.
