A Harrisburg municipal authority must pay $19 million it owes for the use of a proprietary combustion technology installed in its garbage incinerator, U.S. District Judge John E. Jones III of the Middle District of Pennsylvania has ruled.

Debt incurred in developing the incinerator — reported by media outlets to be $300 million — led to a declaration of insolvency by the Harrisburg city government in 2011. Jones’ decision apparently deepens the financial hole created by the ill-fated project.
