Hong Kong’s draconian measures surrounding its zero-COVID strategy have driven expat lawyers out of the city.

According to joint research by Law.com International and legal recruiting firm, Major, Lindsey & Africa (MLA), scores of expat partners from such firms as Allen & Overy, Clifford Chance, Simpson Thacher & Bartlett, DLA Piper and Norton Rose Fulbright have recently departed Hong Kong, either to return to their home country or relocate to a new jurisdiction.
