The Washington, D.C.-based National Fair Housing Alliance has filed a federal housing discrimination complaint with the U.S. Department of Housing and Urban Development against Allstate Insurance Co., alleging redlining practices in residential hazard insurance policies in and around Wilmington.

According to the complaint, an NFHA investigation has revealed that Allstate has been refusing to underwrite homeowners’ insurance policies for Wilmington-area homes that have flat roofs.
