One day while brainstorming in his office about tools to better manage his hectic practice, Scott E. Waxman, a partner with Potter Anderson & Corroon, got to thinking about his BlackBerry, a device so ubiquitous among lawyers that it has become a source of amusement.

Waxman, chairman of the firm’s business practice group, realized that the ability to access Delaware law on a hand-held device, with or without a wireless connection, would be a big plus for busy lawyers in and out of the state.
