DORIS L. DOWNS talks fast. As the chief judge of Fulton County Superior Court, she’s got a lot to do.

Her court is the largest and busiest in Georgia, handling all domestic, felony, land title and equity cases for Fulton County. It has 19 judges, including Downs-the most of any superior court in the state. But it also has the highest number of felony cases per judge in the state, Downs said.
