JIMMY F. KIRKLAND has joined Womble Carlyle Sandridge & Rice as a partner in the environmental practice. He moves from King & Spalding, where he was counsel. Kirkland had been at King & Spalding since 1989 and before that spent 13 years as a manager of the emergency response team of the Georgia Department of Natural Resources’ Environmental Protection Division. He handles regulatory and compliance work as well as the defense of environmental tort litigation.

Jeffrey D. Paquin is leaving Paquin Victor, the firm he co-founded in 1998 with Jennifer B. Victor, to become chief operations counsel for Abbott Labs in Chicago, effective November 13. He will commute to Chicago from Atlanta until June, when he and his family will relocate there. Victor will continue to practice at Paquin Victor, which will become The Victor Firm on Jan. 1 and focus on conflict prevention and management for companies.
