All manner of forces seemed to be conspiring to thwart the plans of The Sembler Co. and its law firm, Hartman, Simons, Spielman & Wood, to open Canton Marketplace. Hartman Simons lawyers have been working on the Cherokee County project, which is opening now in stages, since 2004.

One problem was dirt-2.4 million cubic yards of it. Because the 92-acre site was hilly and covered with pine trees, it took graders a year, far longer than is typical, to clear the site, said Hartman Simons partner Robert D. Simons, one of Sembler’s lead advisers.
