A Carroll County judge has taken one of the nation’s largest banks to task in a foreclosure case, saying that, “Sometimes, only the courts of law stand to protect the taxpayer.”

In an order that included an homage to ’60s songwriter Arlo Guthrie and that-thanks to the Internet-has gone national, Carroll County Superior Court Judge Dennis T. Blackmon chastised Minneapolis-based U.S. Bank for its failure to explain to a financially strapped Carroll County homeowner on whom it is attempting to foreclose why he does not qualify for the federal Home Affordable Modification Program HAMP. The bank, according to Blackmon’s Nov. 2 order, has received $114 million in federal funds to participate in the program.
