During his State of the Union address, President Barack Obama in a single sentence urged Congress to pass meaningful patent reform “that allows our businesses to stay focused on innovation, not costly, needless litigation.”

Since then, Congress has seemingly reached consensus on several key components of potential legislation to curb the so-called patent troll problem, including heightened pleading and pre-suit notice requirements.
