Wage theft is a hot topic around the country. Within the past few years, a number of state and local governments, including Miami-Dade County, have passed aggressive laws to stiffen penalties for nonpayment of wages.

Those laws purport to fill a void left by federal law. The U.S. Fair Labor Standards Act, which sets minimum wage and overtime payment requirements, does not regulate the time and manner of wage payment.
