Under a proposed New York rule, once registered, in-house counsel could appear before any tribunal or court in the state on pro bono matters, without the need to seek pro hac vice admission, associate with a legal services provider, or work under the supervision of a NY-licensed attorney.

In-house counsel who are not licensed in New York will be permitted to represent pro bono clients under a rule offered for comment by the state court system.
The change was proposed by the Advisory Committee on Pro Bono Service by In-House Counsel, formed by Chief Judge Jonathan Lippman.
