Stroock & Stroock & Lavan and Pillsbury Winthrop Shaw Pittman have signed a non-exclusive letter of intent to form one firm, people familiar with the firms’ negotiations confirmed.

The Stroock-Pillsbury LOI comes after a hectic year of partner departures, failed merger negotiations and a vote to end pension obligations for Stroock, whose efforts to combine have been hastened by lawyer exits.
