The "most favored nation" provision of the Telecommunications Act is not a
separate and exclusive method of creating an interconnection agreement;
rather, it is a tool to facilitate the creation of negotiated or arbitrated
agreements; a competing local exchange carrier may accept some provisions of
an existing agreement and then negotiate and arbitrate the terms of other
provisions it wishes to include in its own agreement in order to implement
its own unique business plan, technologies or services.
