Under sharp criticism because it lacked procedures for handling emergency filings to stay a Texas death row inmate’s execution, the Court of Criminal Appeals has created an e-mail filing system for urgent pleadings in death penalty and other cases.
In a news release, the CCA announced the establishment of an e-mail link for emergency filings, effective Nov. 6.
