A recent Texas state ruling by Houston’s 1st Court of Appeals blocks quantum meruit claims against local governmental entities.
In a 3-0 decision on June 21, the 1st Court decided two issues of first impression in City of Houston v. Swinerton Builders Inc., a case in which a contractor is seeking almost $8 million in damages.
