Texas Republican Gov. Rick Perry on Wednesday named his general counsel, Brian Newby, to be his new chief of staff. Newby became Perry's general counsel in November 2004 and previously was a partner at Cantey & Hanger, where he specialized in commercial, regulatory, employment and business law. He is believed to be the first black chief of staff for a Texas governor, said Perry's spokesman.

Perry also announced that Kathy Walt and Kris Heckmann will serve as deputy chiefs of staff. All three appointments take effect July 1. The selections followed the announcement a day earlier that Deirdre Delisi is stepping down as chief of staff.
