The informality that marks the Connecticut workers' compensation system is not only fostered by the small, collegial bar whose members all know each other and the 16 commissioners -- it's also statutory, requiring an initial informal hearing as part of the process. Those hearings are where 95 percent of workers' comp disputes get resolved, according to Commission Chairman John Mastropietro. But informality can also have a downside, and there have been complaints about delays and unpreparedness.

On a rainy Thursday morning, a half-dozen lawyers filed into the state Workers’ Compensation Commission headquarters on Oak Street in Hartford, Conn., and seated themselves around a glass-topped conference table. Commission Chairman John Mastropietro strode in, smiling. “Good morning,” he exclaimed. “Welcome on this beautiful, sunny spring day.”
Nobody laughed.
