Employers can be represented by non-lawyers at unemployment compensation proceedings, a splintered Pennsylvania Supreme Court has ruled.
The plurality decision — only five justices participated and a concurrence in the result was the deciding vote — overturned an en banc Commonwealth Court decision that found the practice amounted to the unauthorized practice of law.
