The EPA is facing an onslaught of lawsuits from both the pesticide industry and environmental activists over a rule due to take effect this month on pesticide use in or near water. Environmentalists say the EPA knowingly violated a 9th Circuit decision that would have meant fewer pesticides flowing into rivers. Manufacturers say the new rule doesn't do enough to protect them from government regulation. Lawsuits over the rule have already been filed in 11 of the nation's 13 circuit courts.
