The embattled billion-dollar World Trade Center memorial has taken a small step toward fruition. A Manhattan judge has dismissed a challenge filed by the Coalition of 9/11 Families, which sought to enjoin the Lower Manhattan Development Corporation from pouring concrete on the "footprint" of the North Tower, as set forth in the memorial's blueprint. The plaintiffs argued that the design effectively obliterates the final resting place of many 9/11 victims. The judge dismissed the case as time-barred.
