The embattled billion-dollar World Trade Center memorial has taken a small step toward fruition.

Manhattan Supreme Court Justice Shirley Werner Kornreich has dismissed an Article 78 proceeding filed by the Coalition of 9/11 Families, which sought to enjoin the Lower Manhattan Development Corporation from pouring concrete on the “footprint” of the North Tower, as set forth in the memorial’s blueprint.
