Faced with a case raining down a "perfect storm" of problems, a New York appellate court has called on the state Legislature to provide legal representation to parties in child-support disputes. The decision marks the fifth time the court has weighed in on the more than 10-year-old child-support matter. According to the panel's decision, the case has been delayed by repeated judicial error, a father's refusal to follow court orders and the delays and difficulties occasioned by pro se representation.
