The U.S. Supreme Court is expected to rule by next summer whether state governments can operate outside the confines of federal bankruptcies.

The issue involves alleged preferential transfers that liquidating Wallace’s Bookstores Inc. made to four state-run Virginia colleges within 90 days of its bankruptcy petition on Feb. 28, 2001.
