Lawyers involved in civil cases stemming from the March 11 courthouse shootings have zeroed in on an important question: Who is a state employee and who is a county employee?

Fulton County government attorneys have argued that Sheriff Myron Freeman and other sheriff’s employees could be considered state employees who are immune from suits brought by family members of the victims.
