Public universities and governments can provide health insurance to partners of gay employees without violating the Michigan Constitution, a judge ruled Tuesday. The ruling sets aside a legal opinion by Attorney General Mike Cox saying that the city of Kalamazoo, Mich., could not provide benefits to gay partners. The judge said the purpose of the amendment approved by voters in November was to ban gay marriage and civil unions -- not to keep public employers from offering benefits to gay employees.
