A California appeals court rejected a challenge Monday to a lower court decision that had upheld the state's expansion of domestic partnership rights -- and, in an apparent swipe at a fledgling recall effort against the Superior Court judge, the justices emphasized how clear-cut the case was. "The trial judge did not make public policy," Presiding Justice Arthur Scotland wrote, but "conscientiously applied well-established rules of statutory construction to reach a decision compelled by the law."
