Cleveland-based Arter & Hadden announced Thursday that partners have voted to cease operations on July 15. Chairman Daniel Bailey said the firm will continue to represent clients by moving them to other firms or the firm's lawyers will establish new, smaller firms. Arter & Hadden expanded nationally during the 1980s and 1990s, peaking at 450 lawyers in 1999; the firm is now down to about 240 lawyers.
