San Francisco's district attorney dropped conspiracy charges against the city's chief and assistant chief of police on Tuesday, saying he doesn't have the evidence to win a conviction. The move narrows a case that has rocked the city since the indictment of 10 members of the Police Department, but still leaves the DA with the uphill battle of proving conspiracy charges against several members of the department's top brass.
