The government gets only one bite at the apple when it seeks the forfeiture of cash seized from people as they are leaving the country, a federal judge in New York ruled. The potentially groundbreaking decision is the first to bar the government from bringing a civil forfeiture proceeding after it has failed to challenge a finding that there is no link between cash seized by customs officers and criminal activity.
