Workers' compensation issues are an unexpected consequence of the Sept. 11 disaster. While certain out-of-state workers who went to New York City to assist were covered under their states' Workers' Compensation Acts, others were not. In response to the problem, at least one state is contemplating legislation that would extend benefits to emergency personnel who respond to disasters and emergencies anywhere in the U.S.
