The Illinois Supreme Court ruled the state has the right to detain convicted child-molesters, even after they have completed their prison terms. David Samuelson challenged the constitutionality of the law, which allows the state to place a convicted sex-offender in a mental institution if it can show the offender is likely to commit a similar offense. Though Samuelson served a prison term for crimes he committed in 1991, prosecutors are now attempting to place him in a mental facility.
