After months spent negotiating the multitude of contracts connected with last week’s New Year’s Eve celebration in Times Square, the last place Rhonda Edwards Powell wanted to be when the ball dropped to ring in 2000 was among the crowds swimming in confetti.

Ms. Powell, a seventh-year associate at Proskauer Rose who is the chief outside counsel for the Times Square Business Improvement District, finalized the arrangements for everything from sound equipment to portable toilets in a frenzy of legal work leading up to the most anticipated New Year’s festivities of all time.
