The Securities and Exchange Commission unanimously approved rules expanding the Intermarket Trading System Plan linkage to all listed securities and extending unlisted trading privileges to IPOs. At its open meeting, the SEC also approved the issuance of a concept release on the thorny matter of market information fees and revenues. SEC Chairman Arthur Levitt said the commission's actions would help strengthen the national market system.
