The Securities and Exchange Commission Dec. 8 unanimously approved rules expanding the Intermarket Trading System Plan linkage to all listed securities and extending unlisted trading privileges to initial public offerings.

At its open meeting, the SEC also approved the issuance of a concept release on the thorny matter of market information fees and revenues.
