Bills to overhaul the U.S. patent system and to block the practice of cybersquatting may clear the Senate this week.

The bills are attached to the Satellite Home Viewers Improvements Act, H.R. 1554, which was adopted by the House on Nov. 9. Senate action has been delayed because of Texas Republican Phil Gramm’s opposition to a provision that would provide a federal loan guarantee to companies seeking to expand satellite service into rural areas.
